Each layer has a different job. Keeping them separate prevents a sensor reading from becoming a causal claim, a forecast from becoming a fact, or a simulation from becoming an instruction.
Observe
Bring hazards, environmental observations, satellite evidence, infrastructure pressure and wider global context into one provenance-aware evidence state.
Explain
Represent mechanisms, dependencies, competing explanations, contradictory evidence and uncertainty instead of treating association as causation.
Forecast
Commit timestamped expectations before the outcome is known, preserve uncertainty and return later to score whether the confidence was deserved.
Branch
Change an assumption or proposed intervention and compare conditional futures against the Prometheus baseline without pretending a scenario is a prediction.
Interrogate
Ask what the system sees, why branches differ, what it does not trust, which source is degraded and what evidence would change the conclusion.

Preserve what was believed before the answer, compare it with what actually happened and feed resolved evidence back into calibration.

Prometheus turns EarthNet's evidence state and causal mechanisms into explicit forecasts that can later be judged. The original forecast, uncertainty and evidence remain frozen so later success cannot be rewritten into the history.

The former Civilization Engine research direction now lives here. Its useful idea was never a separate world-prediction product; it was transparent branching futures with declared assumptions. That belongs naturally inside EarthNet and Prometheus.
What happens if nothing changes?
Start from the same evidence and mechanism graph used by Prometheus so the baseline is explicit rather than invented separately for the simulation.
Change one decision or assumption.
Introduce a proposed action, resource allocation, policy, reroute or other authorised counterfactual and record exactly what changed between branches.
Compare the downstream chain.
Show which causal pathways produce the difference, which second-order effects appear, and where uncertainty or model sensitivity makes the branch fragile.

When a branch touches infrastructure,
physics gets a vote.
Technosphere Twin becomes a specialist simulation component inside EarthNet Decision Futures for branches involving energy, transport, ports, logistics and other engineered-system dependencies.
